I think it's because it's associated with the young. There's nowhere young people can drink in this country, as they might on the continent, so they go to the streets (or fields and woods, depends how rural you were). Young people can't handle their drink and so street drinking gets a bad reputation. I've always wondered about the connection between alcohol and violence.
